The poor gamble because it's the only hope that they have.

The overclass make it basically impossible to make money, so the poor do whatever the hell they can to try to make money even if it destroys themselves because it is the only joy in their lives.

and conversely I'd see clearly homeless people asking for a free hotdog as I was about to throw them out anyway. While I'd see alleged truck drivers argue with me over free gas station nachos. They'd get mad when a run down gas station didn't want to break their $100 bills late af at night, and so on.

Yes, occasionally I'd have the poor person who acted as you described too. However, it really wasn't that common. Besides, the system is broken as fuck.
