The Monarchy of Oppression works rather well when installed as a coercive covert system. The subjects eventually police one another out of fear that they "are being watched" anyway.. Thus the "report, report" missive. Think of the post war Berlin and the surveillance state where families were encouraged to tattle on each other. Away we go, straight back.
