^Are you high, stupid or what... if Musk is on a plane with Trump, then they are both on Air Force One. The plane travels with a 25mile radius around it, communicates its intentions to Air Traffic on prioritized discrete coms, and Air Traffic handles other planes based on those intentions. FAA cuts won't affect Air Force One. Even if it got down to 1 controller per region Air Force on passes though, that controller will put every other plane in a holding pattern while they deal with Air Force One.

After the bastard croaks, just dump the body into the back of a Waste Management truck so nobody knows where in the waste dump he's buried in.

^^^Taxpayers already pay for the Presidential Libraries & historical sites where most of the Presidents are to be buried. After they are built through private donations they are then turned over to the governmental agency National Achieves & Records Administration (NARA) and they pay for the upkeep of the Libraries along with what funding the places generate themselves. It works the same way for the historical sites as well only the National Park Services pays for the upkeep along with whatever the place makes for itself. Even knowing that this agency will be in charge of his Library Trump still has the NARA on his retribution list because this is the Agency at the heart of his classified documents case where the Mar was raided by the FBI to get back the material, which Trump has since returned to himself a couple of weeks ago.
