another weird comment from boss (39) to me (18)

during a convo my boss (39) thought i said that the other boss (around late 40’s) was looking at me earlier in the team meeting, and so as a follow up question he asked “oh, was he looking at you, good, or bad?” with a clear, weird flirty tone and look. he says this because we were all out of uniform and it’s 7 guys and then me, a girl, wearing a tight black top which shows my stomach and low sitting baggy denim shorts. he was asking me if the other boss was “eyeing me” basically because i looked good. objectively, obviously. i have a skinny toned build and reasonable breasts. so sure i look okay, but it wasn’t anything slutty or anything begging for attention. and i’m real good at ending the topic cause i jokingly say “hmm, [he was looking] like he wanted to scrap” as a joke. and then as compensation my boss starts talking about his wife. he always does that. a creepy comment (this is barely anything compared to what he’s said) and then immediately about his wife. like, i don’t get it. i’ve honestly given him many chances by accident where he could’ve made a move but he chooses not to - so why does he keep saying flirty things. i text him at 2am cause it’s abt work stuff, so to me it’s just a late text. but to him it’s 2am, im up, and he’s having marital issues with his wife. perfect time to send me a dick pick i know realise, but he doesn’t. which i’m so thankful for. i don’t see him as an option which is why i just don’t care when i text him. but he doesn’t take the opportunities and then still says stuff at work. so i don’t know if i can fully label him as creepy or what. it’s like creepy comment, wife, days go past, weird comment, wife, days go past. like mind games or some shit.
