Protests
It's a nice fantasy. First, many people have too much to lose. They can't afford to get fired from the jobs that allow them to support their families. Second, it can easily be turned violent despite peaceful intentions. All it takes is one member of the proud boys to deliberately stir up shit before the police swoop in. Such a protest would be an easy excuse to impose martial law. Trump has studied dictators and has been in direct contact with current ones. He sees what works for them and is eager to try out their methods. He could arrest hundreds or thousands of protestors and deport them to el Salvadore, or send them to Guantanamo, or put them in prison labor camps. There is also the fact he would neatly have a good chunk of his dissenters gathered in one place. There's any number of ways to decimate a bunched up crowd.
