They've been saying that about Iran since the 80's & Cuba since the 60's. Said it about Afghanistan all 20 years since early 20's after Taliban was evicted & less than week later they're back running the place after US leave. Been saying it about Russia since the 90's when all the commies traded in uniforms for business suits. They've always not factored in the fact civilians don't have guns & military hardware but the power in charge does.
