So I met this guy and we've been chatting for almost a month and I said this to him before that if ever he doesn't like it anymore or like he wants to end whatever's going on between us, he just need to talk so that we will have a proper conversation or a proper closure and he said okay at that time. But this guy tonight just blocked me when I just want a proper conversation so that we have a proper closure.

I'm assuming you met this person online. Unfortunately, you'll meet A LOT of spineless people when dating, especially online. It happened to me fairly recently. People being too spineless to even say anything, they just up and ghost a person. Don't let it get to you, they suck, you don't.
