The problem with Iran having nukes
That unlike Russia and China, they have nothing to lose (in their view) should there be a nuclear exchange between Israel and Iran, or America and Iran. China and Russia fears total annihilation; Iran dosen't. They believe they will be rewarded with 72 virgins and eternal paradise if they die in a nuclear war.
