Social experiment is a dirty phrase
and it is because of the failed social experiments performed on US cities, including closing the asylums 50 years ago and not having anything suitable to replace them. "The community will take care of them, but cities aren't actually required to have services to replace the institutions we shut down." And now this is really come back to haunt them. Nobody is going to go downtown just to have feces thrown on them as they attempt to enjoy their 8$ latte. People are being brutally assaulted, money is being drained away from cities, businesses shuttering because no one wants to deal with insane druggies, and now there is talk and action of reopening the mental institutions.
