When they get to jail
There needs to be a strict restraint procedure that includes gagging if they are going to be disruptive and possibly incite a riot in the intake area. It needs to be like a machine, like a factory where all prisoners are shackled the same and in full security. Handcuffs, leg irons, waist chain, blue box, all locked together.
