Pushing 40 and a bully?

I work as a busser for a fancy steakhouse, and we have this one waiter who's having sex with one of our managers. Well since he thinks he's the hot shit because of that, he thinks he can do what he wants to whoever he wants. Not me bitch. He tries to use me as a personal busser when I have 13 other waiters to buss for as well, he waits until his table gets up to pick up any of the food. Context to this, servers are supposed to pick up the client's empty dishes or finished food while they clients are there, as to not crowd the table and leave a big mess when they leave. Everyone but this guy and one really old guy know that. Well the other servers have caught on to him trying to use me as a personal busser, so we all decided that I will just ignore his tables until he learns to clean up after himself. Well on Saturday, he wanted to play the waiting game until CLOSING TIME. He sat at a separate table and write his checks while staring at me. Also he literally bullies another server, who is 22, and literally shoves her out of his way, steals her tables, and yells at her in front of the clients. I'm debating telling the owner about his behavior since he wants to act like a manager so much, he can go be one at a different restaurant.
