public workers

do public workers want to work at all??? I went into an office to get Some Papers Done and one woman was chain smoking outside, another was eating in the lobby, the only one left behind the counter was minding her own business even when I greeted her, she ignored me and kept moving some boxes around, reorganizing a closet. After 5 minutes I asked "excuse me, I was redirected to this office to get These Papers Done, is this the right office?". Lazy Woman drawls "oooneee moooomeeentttt", like the sloth from zootopia, and keeps organizing the closet. After 10 min of waiting I get pissed off and bellow "EXCUSE ME IS ANYONE HERE WORKING AT THE MOMENT OR DID YOU ALL CASUALLY WANDER IN THIS OFFICE AND GET STUCK???". In the end I had to peel Chain Smoker off of her cigarettes to get my Papers done, because no one else was Willing to basically do what they're paid to do. I hate my stupid country public workers, they're renowned for basically .
